2008 Regional Conference on Domestic Violence Legal Reform

On 12-14 February 2008, the Bulgarian Gender Research Foundation and The Advocates for Human Rights, with the support of the Oak Foundation, the Open Society Institute's Human Rights and Governance Program, and the Bulgarian Fund for Women, sponsored a Regional Conference on Legal Reform on Domestic Violence in Sofia, Bulgaria. The goal of the conference was to strengthen the capacity of NGOs, advocates and government officials to create and implement domestic violence laws that promote safety for victims and their children and accountability for violent offenders.

In January 2008 Bulgarian Fund for Women did an on-line Survey among Bulgarian NGOs that work on gender equality issues with the task to identify their needs of financing.

The Annual conference of Women's Funding Network (WFN) - a network uniting all existing women's funds all over the world - took place from 25th to 28th April 2007 in Seattle, the USA. Being a member of WFN, Bulgarian Fund for Women /BFW/ sent its President Stanimira Hadjimitova and its external expert on Roma women's issues Liliana Kovacheva to this conference and they took active participation in the discussions and work of the 115 members of WFN. This year the conference set a record for participation - it was attended by over 400 women from 6 continents.

WFN members create opportunities for development and equality of women and girls and strive to transform the local communities all over the world. Women's funds invest in solving problems which have a global impact, such as promoting "women's" business in Vietnam, combating human trafficking in Brazil, and supporting women's employment in the US. These financial commitments have proved over time that investing in women's development and women's active inclusion and empowerment is a catalyst for a substantial change in general society. When women and girls prosper, families prosper too; and when families prosper, THE WHOLE COMMUNITY AND STATE PROSPER WITH THEM!
In 2006, the Conference focused on the grant-making programs of member funds. The theme "Make Grants to Change the World" was discussed in numerous plenary sessions and work groups. In 2006, WFN member funds invested over 50 million dollars in organizations working with women and girls!
Owing to Making the Case (MTC) tool for measuring social change, developed by WFN, it became possible for funds to estimate the impact of the projects they funded and to communicate their success to the public. BFW incorporated this evaluation tool in its practice: all BFW grantees are trained in using MTC, so that they can compile their final reports according to its 5 criteria for success and social change.
In the autumn of 2007 BFW will carry out self-evaluation in order to estimate the level of development of its organization, using another tool developed by WFN - Smart Growth. This approach will provide an opportunity for strategic planning of BFW's development and sustainability.
Another service provided by WFN is an 8-month training course in fundraising entitled "Women in Color International Development Incubator - WOCIDI". Two BFW representatives - Stanimira Hadjimitova and Liliana Kovacheva participated in the 2006 - 2007 program which has been running for 3 years and so far has trained 46 women from North America. In 2006 for the first time it was open for women from Eastern Europe. Following the convincing lobbying by BFW President Stanimira Hadjimitova, Liliana Kovacheva, who is a Bulgarian woman of Roma origin, was also invited to participate. At this world forum, Liliana Kovacheva represented BFW and Bulgaria in the best possible way. She will lobby for setting up a micro fund with BFW to invest in programs for training Roma women leaders. BFW and its mother organization Gender Project for Bulgaria Foundation have proved in practice their commitment to the problems of Roma women through a series of successful project and hard work in this direction for over 5 years.
BFW's membership to WFN presents a great opportunity not only for capacity building and successful ongoing activity, but also for information exchange and useful contacts. We are proud to be part of this big and powerful family. We also realize that being a member of WFN entails serious responsibilities for BFW team and Board.
